GTA III has 100 hidden packages spread across all three major Liberty City districts.
Hidden packages are one of the most valuable GTA III collectibles because they contribute to 100% completion and unlock permanent weapon/item pickups at safehouses as your total rises. The classic game contains 100 packages: 33 in Portland, 36 on Staunton Island and 31 in Shoreside Vale.

The milestone pickups make packages useful during the story, not only at the end. Collecting early can reduce how often you need to buy or search for weapons before difficult missions.
Portland contains 33 packages across industrial yards, rooftops, alleys, docks, gang areas and the northern shoreline. A couple of Portland-labelled packages are not conveniently accessible at the very beginning because they involve later access methods such as boats or routes opened through progression.
Collect as many as practical before gang hostility increases. The small road network makes Portland a good island for building an efficient loop from Harwood through Saint Mark's, Red Light District, Chinatown, Trenton, Portland Harbor and Atlantic Quays.
Staunton has 36 packages and a more vertical city layout. Rooftops, parking structures, construction areas, piers and the stadium/army-surplus side of the island all matter. Once the island opens, several packages can be chained in one circuit using a fast car and occasional high vehicle for rooftop access.
Because the streets are more open than Portland, it is easier to revisit missed sectors—provided you record which neighborhoods you already cleared.
Shoreside Vale contains the final 31 packages. The airport, Pike Creek, Wichita Gardens, Cedar Grove and hilly residential roads make this island more spread out. Use a district checklist rather than trying to remember a single route from memory.
Airport packages are easiest when you deliberately sweep the runway/hangar area instead of mixing them into unrelated missions.
A district-by-district route is easier to track than collecting packages randomly across the whole city.
A written checklist is far safer than random collection, especially when you reach 90+ and every missed rooftop looks familiar.
GTA III frequently uses ambulances, vans, train tracks, walls and sloped roofs as improvised climbing tools. If a package looks slightly too high for Claude, scan the surrounding street for a tall vehicle or a route from an adjacent roof.
For fenced gang compounds, the intended entry can involve a specific vehicle or story access. Avoid getting trapped inside hostile territory with low health just to save a few minutes.
Portland is safest early. Staunton can be swept soon after access opens. Shoreside Vale naturally comes later. Collecting before gangs become heavily hostile reduces drive-by damage while you stand still checking rooftops or navigating narrow alleys.
If you are doing a 100% run, combine package routes with nearby unique jumps and rampages, but keep separate checklists so one activity does not hide missing progress in another.
Collectible progress is game state; the OPFS archive cache is game-data storage. Clearing the browser's cached archive does not logically “reset” hidden packages, though actual save persistence depends on the current save subsystem. Treat important progress separately from the installation cache.
