Why missions can be missed

GTA III allows several mission strands to be active at once. Story events can remove a mission giver or advance the world in ways that close earlier jobs. The story may still be finishable, but a 100% run can be damaged.

Portland safety rule

Finish available Luigi and Joey missions before advancing too far with Salvatore Leone. Completion guides commonly use Last Requests as the safety checkpoint because earlier mission strands can become inaccessible after story progression.
